Allan Guo, President & CEO

Allan Guo is a distinguished China consultant with a long history of advising academic institutions, businesses and governmental organizations on partnerships and business ventures in the United States and China. Mr. Guo has been instrumental in developing the China initiatives at UMass while serving as Senior Advisor to the President for China Affairs, Executive Director of the UMass China Institute, and Director of the Confucius Institute and China Program Center.  Mr. Guo holds a Bachelor’s and Master’s degree in Biology and Chemistry from Zhongshan University of China and the University of Toronto, and can be reached at


Li Feng, Vice President of Academic Affairs

Dr. Li Feng has over a decade of experience in curriculum development and instructional design and notably helped Harvard Business School develop and successfully launch its online pre-MBA program.  She has designed, developed and implemented academic programs at several other local colleges and universities, including spearheading very successful faculty training programs.  Having taught both in the United States and China, Dr. Feng brings a valuable academic perspective to our leadership team.  She earned a B.A. from Beijing Foreign Studies University in English Language and Literature, an M.Ed. in Curriculum and Instruction and an Ed.D in Language Arts and Literacy from UMass Lowell. Peter McGovern, Director of Operations - USA

Peter McGovern is a passionate educator, avid traveler and expert on international education and student travel. He began his career in education as a World Language high school teacher and International Student Advisor before founding EdOdyssey, a company that creates unique educational opportunities and programs for students around the world. Inspired and transformed by his many international travel experiences and drawing on his entrepreneurial spirit, Mr. McGovern has worked with students in many countries including China, Peru, Spain, Kenya and the United States. Mr. McGovern earned his B.A. from the College of the Holy Cross and his M.Ed in International Education Administration from Endicott College. Mr. McGovern is based in Boston and oversees all U.S. Operations. He can be reached at


Zhuohan Li, Vice President of Operations - China

Zhuohan Li has extensive professional experience in numerous fields including education, journalism and law. As Program Officer for the Confucius Institute Headquarters of Chinese Ministry of Education, Ms. Li managed the Confucius Institutes around the world before joining the UMass China Institute to oversee its programs and maintain the institution’s relationship with China in the United States. Ms. Li's experiences provides a wealth of knowledge in Chinese laws, the Chinese educational system, as well as joint programs between United States and China.

Ms. Li obtained her B.A. in English Language and Literature from Sha’anxi Normal University and an M.A. in Law from the China University of Political Science.  She is responsible for MEI’s entire operation in China, is based in the Beijing Office and can be reached at

Steven Locke, Advisor

Dr. Locke is a professor at Harvard Medical School and Massachusetts Institute of Technology, fellow researcher at Behavior Institute of Harvard Medical School and Massachusetts General Hospital. He is also founder and CEO of Veritas Health Solutions in Boston, providing consultation in behavioral health and psychology. Dr. Locke leads several medical organizations and is former President of the American Psychological Association. He served as Chairman for Behavioral Telemedicine Summit in Boston. In 2008, Dr. Locke received Stangler Award from American Behavioral Technology Association. In 2009, he was awarded Lifelong Outstanding Researcher by American Behavior Society.


Therese Murray, Advisor / Chair, Board of Directors

Mrs. Murray was the first female politician to serve as President of the Massachusetts Senate and was the first woman to lead a house of the Massachusetts General Court. President Murray represented the Plymouth and Barnstable district in the Massachusetts Senate from 1993 to 2015 and co-authored and passed legislation to restructure the state transportation system during her tenure.   As one of our valued advisors, she brings years of experience in creating opportunities for investment and growth in the state of Massachusetts.


Kathleen Teehan, Senior Advisor / Board Member

Mrs. Teehan has been in senior leadership positions at American higher education institutions for over 30 years. She is former Vice Chancellor for Enrollment Management at UMass Boston, where she was responsible for Enrollment Marketing and International Student Recruitment.  At MEI, Mrs. Teehan supports the development of international enrollment programs and partnerships for ESL university preparation and provisional admission programs as well as student and faculty exchange programs between universities in the United States and China.


Jinzhan Wang, Advisor

Mr. Wang is a renowned Chinese educator and best-selling author on Education.  During his career, he has been Vice President of the Middle School affiliated with Renmin University of China, a public research university in Beijing, and has received many prestigious awards, including National Outstanding Teacher, Leader of Chinese Education and Top 10 Teacher in China.  Mr. Wang is a popular speaker on Education in China where his educational philosophy is well-received.
